Why does Windows File Explorer not run as administrator?

In Windows 11, Windows x, Windows 8, Windows 7 & Windows Vista, the User Account Control is enabled past default, to run in Admin approval fashion.  Windows Explorer or explorer.exe is besides set up to run in the standard user context. Even if you right-click on explorer.exe, and select "Run as Administrator", it will still run in the standard user context.
